May 7, 2019 - AMENDMENTS TO THE PAYPAL ACCOUNT USER AGREEMENT

Disgusting news. They will now be keeping fees, even if you refund a buyer for return or damages.

WARNING PAYPAL LINK

https://www.paypal.com/us/webapps/mp...-policies-full

Any other gems in this update out of PayPal? I swear every single time eBay or PayPal have an update, its to screw sellers more.

Dang PayPal? Never thought you would go full ret@rd.

We’re removing the flat rate pricing for sending money to friends and family members who have PayPal accounts in a country other than the United States and introducing a new variable fee of 5% based on the amount you send with a minimum of $0.99 and a maximum of $4.99 per transaction. We’re also removing any variation depending on the recipient’s country.

5%(0.99-4.99) is cheaper than Western Union??
as for not refunding the paypal fee (transaction plus discount rate),that could be expensive, say you refund a buyer $1000,PAYPAL fee comes to 30 cents plus$ 29.00 = $ $29.30.
Ebay seller marging has always been thin, now they could be losing money with too many returns.
if buyer files item not as dsecribed, they have to pay return shipping, lost money on original shipping and now this Paypal fee?
Oucch!!!!!!!!

Correct, I don't know why more people are not enraged over this. Returns already cost us money, now you will be screwed big time.

Re: May 7, 2019 - AMENDMENTS TO THE PAYPAL ACCOUNT USER AGREEMENT

Does this non-refundable fee apply to cancelled orders as well? I have a few inevitable idiots every month that want to cancel an item right after they buy it.

agent006140 04-02-2019 12:26 PM

Re: May 7, 2019 - AMENDMENTS TO THE PAYPAL ACCOUNT USER AGREEMENT

good question?
The way credit card works,is that any credit transaction ,like debit transaction incurs a transaction fee and a discount fee.
transaction fee is the same 10 cents -30 cents but the discount rate is smaller, could be 1/2%-1%.
a return would be a credit transaction,so would a cancel?
may be ask Ebay or Paypal.
some sellers charge a restocking fee if return is a buyer remorse, but buyer would file item not as described to avoid restocking fee.

Ok that's insane! Basically PP is telling you: " we, PayPal llc, want easy money. If you don't like this new update you can close your account and go to hell because we don't mind your business ".

Correct. And the crazier thing is theyre going to get away with it...

Re: May 7, 2019 - AMENDMENTS TO THE PAYPAL ACCOUNT USER AGREEMENT

thats the way credit card works,Paypal holds a merchant account and accept credit card transactions for us sellers, and it has to pay fees.
Long ago, when you refund,Paypal does not charge a fee, then later it will withhold the transaction fee,now it looks like it would withhold transaction fee and the discount fee.
The problem is too many refunds and returns and chargebacks.
The only way for Paypal to minimise such is to be more selective with its merchants and the merchants have to be more selective with his choice of venue ,products he sells and the customers he attracts.
none is going to happen any time soon,we will use PAypal to accept payments,we wil sell on fleabay and we welcome everyone to buy from us

agent006140 04-02-2019 12:58 PM

Re: May 7, 2019 - AMENDMENTS TO THE PAYPAL ACCOUNT USER AGREEMENT

Paypal should charge 30 cents transaction and 1/2-1% for credit transaction, instead of 30 cents and 2.9-4.4%

if you apply for a merchant account with a bank, any refund is a credit transaction which needs to be processed and it will charge you a fee ,but less

My thoughts as well. I'm thinking this has something to do with eBay removing PayPal soon anyway, so they just don't give a F#$# anymore.

Whatever the reason, eBay payments is starting to look better and better. Provided there is some way to stealth it...

Re: May 7, 2019 - AMENDMENTS TO THE PAYPAL ACCOUNT USER AGREEMENT

if you still want to sell on EBay,then get your own merchant account to accept credit cards, your local bank would charge you less but there are other fees involved.
if there is a reversal, the rate would be lower.
Or sell on another venue which allows you to accept cash, money order, personal check.

Paypal fee is 30 cents plus 2.9-4.4%,call your local bank and ask what their rate is.

We’re changing how we treat refunds. If you refund (partially or fully) a transaction to a buyer or a donation to a donor, there are no fees to make the refund, but the fees you originally paid as the seller will not be returned to you.

we need more clarification, you may get a better answer on ebay seller forum.
Question-we sellers do not know how the buyer pays via Paypal-he could be using Paypal balance, bank fund or credit/debit card.
Paypal pays no fee if he uses paypal fund or bank fund, but we pay 2.9-4.4% to paypal, does it mean when we refund the buyer,Paypal keeps that 2.9-4.4%

PayPal is not making that distinction at all, whether the sender pays with cc or bank or PayPal balance. It's a pretty safe bet that they mean we are fully funding the entire refund. PayPal is still providing sellers a service if the sender is paying with PayPal balance or bank.

basically my friend, if you get a payment thru paypal. NO MATTER THE REASON, NO MATTER THE FUNDING SOURCE. IF YOU REFUND THEY STILL KEEP THE ORIGINAL FEE FROM THE START. WELCOME TO CAPITALISM WHERE EVERYONE GETS FVCKED SOONER OR LATER. =}

^^ This exactly. When I have to do a refund on my merchant account for a return or even just a cancelled ordered, the processing company charges fees. Same 20 cents for the transaction and then the usually 2.4% that I have to pay when I process an order... So this is probably something paypal has been paying all along, but returning to the seller when it was a refund or return.

I think with their higher fees to begin with, they should cover it as they have been. But, maybe with the whole Ayden situation and potentially losing a chunk of eBay revenues, they're looking to make it up somewhere else. Not good either way. :(

I paid 10 cents transaction fee and 1% when I issue a refund ,you are in Canada, but a credit transaction is always cheaper, are you sure your bank charges you 2.4%

Re: May 7, 2019 - AMENDMENTS TO THE PAYPAL ACCOUNT USER AGREEMENT

So Im wondering if a way around this new regulation would be to have the buyer open a chargeback for the transaction. That way as a seller you agree to accept responsibility and the payment is reversed.
Technically speaking this is not a refund so will they still be keeping the transaction fees?
What do you guys think?
If it is NOT a workaround it mans that now one can mess around with people by sending them payments then immediately opening a chargeback for it. Imagine sending someone $2000 and immediately opening a dispute for it and sticking them with $60 in fees. Doesn't make any sense to me but who knows with paypal.

Twice this has happened for bank reversal chargebacks; I lost the case and was charged a $35 fee as some kind of fine or 'processing chargeback' fee.
Anyone else experience this?

A chargeback is a reversal and it is still a credit transaction, the original payment to you is a debit transaction and it is a done deal, now you are submitting a new transaction,it has to go thru gateway and there are toll fees so to speak to process your transaction and per agreement, discount fee to the bank which provides Paypal with the merchant account.
It may depend on when the reversal takes place, most merchants submitted all their daily activities as one batch at the end of the day,say after they close their store,so if a reversal takes place immediately after the original transaction is completed, there may not be any fee ?
chargeback is with his cc issuer, dispute is with eitherEbay or Paypal, with chargeback if you lose, you pay $20 fee.

agent006140 04-03-2019 10:38 AM

Re: May 7, 2019 - AMENDMENTS TO THE PAYPAL ACCOUNT USER AGREEMENT

if my buyer pays me $1000 ,I get (1000-29.30) $970.70
Now 1 week later,he files a dispute and I lost,$1000 is returned to him,but I only get $970.70,so if Paypal does not refund its $29.30, it will take $1000 from my account.
I lose $29.30.
This is if the dispute is item not received or UA.
But if this is a case of item not as described and it is filed with Ebay,Ebay will make me pick up return shipping,so I end up losing more-I lost money on shipping both way and Paypal fee,so we are talking $29.30 plus shipping x2 and depends what the item is,it could be anywhere from $40-$55 total loss?
and if the buyer files a chargeback with the cc issuer and I lost,I would not only lose my paypal $29.30,$20 chargeback fee,I could also lose my merchandise if his cc issuer does not ask him to return the item .
and what about Ebay fee with a chargeback?CAN THE SELLER CANCEL THE ORDER saying both sides agree not to complete and get his Ebay fee back?
