got limited and now theres no refund option on paypal, if i call paypal can they manually refund for a trasnction?

If you have the full funds for the full refund including the fees sometimes they can manually do it although not always

I have manually called PP to refund a transaction for UK pp and US pp accounts - last time done in 2016 though

The morons sometimes tell you that you have to lift the limitation before they will do anything. If that happens, keep trying until you get someone else willing to help.

if OP cannot refund,the buyers can file chargeback with cc issuer and that would hit Paypal ,then Paypal will debit his account for the chargeback amount plus $20 chargeback fee,just making the situation worse .
Paypal reps ,many do not know enough,OP needs to talk to someone who knows.

Just tell the buyer to open a PayPal dispute on the transaction. The funds are on hold for 180 days just for this reason, in case a dispute goes down. Then see if you can refund through the dispute while not escalated to PayPal. No need for a CC chargeback and get dinged with a chargeback fee.

You can do it sometimes by chat too. Just tell them the account is limited, you aren't using Paypal ever again. This buyer wants his money back and as a nice person you want to help them but you don't give 2 f8cks either way but you're doing the customer a favor, please give his money back now.
