Payoneer can work but you the need name on Payoneer to match stealth otherwise Payoneer limits it, you would also need a stealth Payoneer also in the correct name.

I sell Accounts elsewhere, this was contacts who tried using Payoneer for withdrawals and they got their payoneers limited. I assumed that was standard for Payoneer to do, maybe its just luck ?

If you need namely stealth accounts, but you don't have ability to open this counties' banks accounts, you can do PayPal -> BTC exchanges to withdraw your stealth money. It's easy and fast. Cost are apparently the same

I know. Still there are all other countries except US that were not affected by recent changes in PP policies + some options to check SSN/DOB (though doubtly 100% legit ones)
