Every account is different. It seems to be rolling out in alphabetical order.

Is it a business account? I've noticed on most of my business accounts I can still spend balance but expect this to change anytime

Nope, all my regular personal accounts are fine. They do all have banks added.

My US paypal stealth accounts no bank account attached and just a visa gift card seems to be working just fine after the policy update. I even did a test transaction by sending money to this account and I was able use the balance to send to friends and family or spend the money. I opened my stealth accounts in 2017. Has anyone gotten a limitation?

All ten of my accounts are fine. I have banks on them all. The biggest pain would be trying to pay eBay fees without PayPal balance. Gift cards? Shipping I can just do through another site and they don't see that credit card.
