i think this is impacting me even getting my stealth off the ground.

but when i try to pay or send money or buy an item on ebay there's no option to use it

That's the way paypal is with new accounts when they just get started off and during the first few payments.
You need to earn their trust first.

You need to have at least 5 payments worth $100 before your account is activated

Where are you getting this information?
