can't print shipping labels Paypal

i have plenty of money in my paypal account for the postage, but when i go to print shipping label i get:

Your payment for postage cannot be processed because it exceeds your available balance. Please add a credit card or bank account to your account to complete this label purchase. ERRORCODE-50023

Are you able to buy anything else with your PP balance? Maybe this is an implementation of the "verify your account with SSN in order to use your balance after 4/1/19" feature they've been talking about for months.

IDK i have 2 other accounts just bank account linked no issues, This account was limited when opened provided what they asked for got it restored, didn't try to buy anything don't wanna move money to quickly
