How to pay 3rd party company. Can't use PP balance

I want to subscribe to a third party app which only takes PayPal payments but I can't pay them because I can't send/spend my PayPal balance.

When I attempt to subscribe through their website I get a text message on my phone from PayPal informing me that a recent payment was declined due to my Credit Card on file.

If I attach a VCC with the desired funds on to PayPal will PayPal use the VCC to pay the Third Party when attempting to subscribe?

Yes. The CC will be the only payment option since you aren't able to use your balance.

EDIT: It's trying to charge your card now but it's declining due to an empty VCC I assume.
