I'm seeing the new PayPal cash on more of my accounts now. Be prepared, you need a bank account on each account and a way to pay eBay fees and shipping costs. Balance can no longer be used.

You can use a bank account to pay fees and shipping, BUT for example savings accounts can only be withdrawn from 6 times per month.

It's only savings accounts that have that limitation. So handle all of your shipping labels outside of eB/PP, and only pay your fees once or twice a month on eBay accounts where you have a savings account attached to the Paypal and you shouldn't ever come close to the monthly limit of 6. At least it's not limited to 3 transactions like it was prior to 2018. :)

I noticed on Friday 3 accounts of mine were now being forced to "accept payments" and withdraw the full amount. Luckily I didn't have any withdrawal errors like a lot of people around here seem to be having in this new system.

WHEN I print shipping labels via ebay,the postage would be taken either from my Paypal fund or my credit card,cant understand why not all from Paypal fund,it would save PP some money?

Prior to this update you would have been given the option to use your Paypal balance if there was enough to cover the postage, or use your card or bank account. After this update your options are card or bank account.

This is my thinking as well. Need to use 3rd party labels, but will only take a small amount of extra time I guess.

I just printed a shipping label on Paypal,there is plenty of money in my paypal account ,but it took it from my credit card,$17.
I dont mind as I earn points using my card .
BTW,I read you use first class enevlope for intl shipping and get tracking and USPS switched it to USPS priority ,so I tried the same,it gave me a tracking number and now it is in Chicago Ohare Airport,it is going to UK,I will see what happens next.
Postage is only $4.16 instead of the regular $13.54
