I try received payment direct from one aco**** to other aco****. Try receiving from all the world - same issues. Account is 3-4month agged

First you should receive a small amount of money (10-15 USD), for goods and services, from a TRUSTED paypal account (2 years old, with good history).
the problem is the accounts trying to send you the money are not trusted enough.

Call PayPal directly, they are good support, they will unblock your incoming door.
