I would like to know what would be the best type of stealth PayPal account for the following use-case:
1. I would receive monthly money from a US based company (distributor)
2. I would love to use the account to purchase goods inside the EU
3. I would also love to be able to use the account right-away.
So, my biggest concern is whether I should pick a US PayPal account, or a EU PayPal account.
If I pick a US account, will it be easy to add an European address to it, whenever I want to purchase something? |

So an EU account of some sort would be better. |

You may have problem adding a EU ship to address when you buy something and want it ship to EU country,not USA,some manage to do so by using a forwarder.
I have a UK buyer registered as UK Ebay with UK ship to address,when she wants her item shipped to USA,either Ebay or Paypal would not allow her to add a US shipping address.
also some Ebay sellers do not ship overseas,some use GSP |

That's correct. It's a new policy on USA PP that just started going into effect this year. Unless you SSN-verify your account (which you wouldn't be able to do, legally) you can't spend any money in your balance. You can receive payments but the only thing you can do with them is withdraw them to a USA bank account.
About your other question directed at agent, almost all (if not all) of the EU accounts sold here already have the receiving limits lifted. |

I doubt the accounts are being sold did so. |

as for opening a US stealth account,dont bother,as you will need a US bank account to transfer fund and SSN which you dont have |

I feel that I jumped into this stealth PayPal thing, right when a lot of changes started happening, so it makes it even harder for me to understand which road to pick. |
