Item delivered why PayPal do not release the funds ?

I have inserted the tracking number in an order and show delivered since 5 days but PayPal do not release the funds before the 21 days

Ia this on a fresh PayPal account?

I find when the account is new it can take 7 - 14 days even with tracking

It has about 3 months old ,I put other few tracking they were released , this instead is showing the notification will be released the 21st day even if delivered

Some transactions regardless of being delivered can take a long time to clear. Could be a glitch. I have also noticed depending on the postal service used they clear earlier than others.

For example Royal Mail tracked & signed takes much longer to clear than say DPD or UPS Next Day delivery. But then DPD and UPS are far more expensive to use.
