What country Paypal let's you spend from balance the most easily?

Looking for the best country for stealth account that doesnt tell you "claim your money" or any of that BS. Is UK any good? Post your favorite paypal locale!

Although you don't get the "claim your money" message with a UK account you do get a request for documents once you reach £1650

Country doesn't matter in this case. You have to meet couple of criteria before you are able to freely use your account.

be careful,some countries you cannot transfer fund to a local bank.

Over in Etsy people are getting around the SSI requirement by opening up Mexican accounts. You will need a Mexico checking account and you will need an IP address that tracks to Mexico.
