Yes but not one is going to openly share that information as it will end up getting put on a black list.

Probably on Google then. Even shady services do SEO.

Of course there are websites out there that sell those, but they are as shady as a weeping willow.

Many of those are also outright scams, or they are selling you cards that were setup fraudulently. Most any legit card that works to withdrawal from PayPal will require identity to be confirmed and verified, just as any bank would.

There are also cards that show up on PP as allowing withdrawals but don't actually allow it (see Privacy.com for that).

I have 3 accounts hooked up to my Privacy Account and they all show that I can withdraw instantly to my card, but I've spoken to Privacy support and they have confirmed that they do not allow it

Yes, what PayPal allows and the card issuing bank (or vise versa) could be two different things.

I have a NetSpend account attached to one of my older PayPal's that's in my own, real name. I can instantly withdrawal to it without a problem. That said, PayPal officially tells you they don't allow NetSpend, and in fact you can no longer use any MetaBank product as they have been blacklisted.

In some cases PayPal may allow older methods of cash out that are already in place, or grandfathered in.

Supposedly there are cards on the crypto sites that work with stealth PP's, but they are very shady and I am not about to try it out. There are so many scammers out there.
