Whatever happend to this one ? I got the same message after only adding a vcc. Now i logged into that acc, verified everything, and the oddest thing is - theres nothing in resolution center ?

and what is more odd it says Case ID Number: . it is blank

Are you using shared vpn's or private / unique ones? I wonder if they have been able to penetrate the private IP providers as I would think that would be hard to do.

I got the exact same thing,the problem turned out to be that i used a shared ip from a VPN service.Too late tough ,allready transfered 50 bucks in it. What does unique VPN ip mean ?never been used before or what ?

My email seems to be a scam... Talked to various ppl that got the same message and at the end to the PP live support. First of all, they say every pp limitation should have a case number. Second, every PP email should have that part "never give your password to a paypal representative blah blah". And third, if theres a limitation, it should show up in a resolution centre, cause if theres a limitation, you have to respond.
