Paypal has encouraged sellers to switch to business account once they start selling as a business,dont know if it is mandatory,but I know most sellers comply ,but if they are stealth accounts,then they remain as personal account.
it started when it phased out premier account.

many of the sellers I know just make up a name and give their SSN and convert to a business account,but most do not get suspended by Paypal.
They get their 1099k,with the name of the business and SSN .
Names like J Doe and Company is fine with Paypal!

I got this on my legit personal paypal account. It's been through all the checks (statements, invoices, id etc etc). I can get through to paypal reps in less than 2 mins after dialing the number.
