It looks like he is saying that Paypal is being forced to require text message verification in the EU after 9/14/19 in order to access your Paypal account or send payments totaling over €30. This could be a problem for EU stealth accounts because Paypal has been known to say "we couldn't verify this number belongs to you" when going through text message verification on stealth accounts in the past.

Now it is optional to verify your phone number indeed when you login on PayPal can choose to receive the text or not

Apparently it will be mandatory after September 14th within the EU.

SMS verification is recently already mandatory when turning an Italian eBay account into seller account... no way around that.

I've never had to receive a verification text in order to start selling. Not so sure it's "always been that way".

I have multiple Ebay seller accounts,Ebay is always asking for verification but I am always given an option of do it later.

eBay is asking the verification code on the first item you put on sale

But when you withdraw your funds, with the new PSD2 european regulation, it seems that the bank provides the name and adress to third parties, in this case paypal, and for a stealth account ...
From now on if you want to open a new stealth paypal account, when adding bank details and they try to send you the 2 deposits in your bank account to confirm the account, they will see that there's a missmatch between the registered name/ adress on paypal and the ones on your bank account so paypal or the bank will decline the transaction and confirmation and so withdrawals will be imposible. Am I wrong?

Still not because "Confirmation of Payee" has been delayed in UK. But stealth accounts will have serious problems withdrawing funds or confirmating bank codes in early 2010 if they do not match the EXACT NAME:
