Paypal- Billing Agreement won't let me use bank to pay my eBay fees

Not sure what's going on- most of my accounts are letting me pay with my linked confirmed bank account but have 2 accounts that I know of that says "currently disabled for billing agreement payments" next to my bank account under the automatic payment page for eBay. Any idea how to fix this?
