Why does it seem like everyone at Paypal is incompetent?
 

It seems like everyone there has conflicting helpful information to give or don't even know whats going on in general.

Ive noticed this myself, I would presume its because the representatives are just expressing their own opinions and resolutions through their own experience.

a mix of human and bot,bot is programmed to do one way and human ,mostly customer service clerks do not know

you want better service,get a merchant account with a bank,and they will give you better service

That's not going to get you better service, lol. With a merchant account you are expected to take care of everything yourself. Compared to a merchant account Paypal treats their customers like babies.

@OP - They're low paid employees just trying to make it through the work day. For the most part Paypal reps couldn't care less about what any users have going on with their account.

not so,bank merchant account service staff if they dont have the answer they will get someone who does,they will also work with you on chargenack and relate back to you what the other party and his cc issuer have to say about the case and in some cases appeal,like having the item returned to you or split the amount.
of course it could cost you more in some way,but the rate is lower not 2.9%,transaction fee could be lower,but chargeback fee would be higher and there is a minimum fee like $25 per month.
2.9% which we pay Paypal now is for those who dont have a shop,sell one here and sell one there,and no steady predictable sales volume.and no contract.

They make low income they just want to get there shift over with they have other stuff going on in life like how there going to pay there bills etc they could care less if your stealth or having problems there minds are off somewere else

Unless those reps have their own precious paypal accounts, then that should be better. Otherwise, they do not care that much.

It's also because the overseas reps don't really have full access to PayPal's system to make many types of changes to your account. They often need to open requests for stateside reps to do that.

Since PP is a financial company, there are also certain things the offshore reps can see or do on your account.
