yes, you can withdraw the funds from the limited paypal to vcc as soon as the paypal country is allowed to do that.
AS for the 2nd question you may ask the vcc sellers at the marketplace

In US,the only way you can get fund out of Paypal is link a US bank or ask for a check.
I dont think Paypal does business with Payoneer bank,you can try

Yea you are right it doesnt I tried it b4, I am wondering if you have any information about canadian pp? will I face limitation if I started getting sales of 15-20$ after 1 week of creating it?

This is interesting since whenever I create new US acc ebay keep asking questions from the database

that depends on how lucky are you... if you cant get the acc reinstated from the first call they leave a note saying that you have called them and that they didnt want to reinstate you
