canadian paypal

if I created Canadian ebay/pp and started getting sales of 20-50$ will my paypal get limited after the first sale asking for SIN, bank account or even docs? or everything will be okay just some 21days holds then I will get to use the balance?

They ask for docs now on that kind of account. Just started this year.
