What to do

PayPal got limited can I open new account with different IP/address/bank card but same name and date of birth but slightly different spelling of name? or will it still be linked to previous account

you can try it, but nobody can give you 100% guarantee it will work.
I did it, but the dob was different, spelling the same, it worked fine.

If you are using different address, IP, machine ( user account ), bank and card
slight change in name will not be traceable.
same name and DOB should not make any issue. Try to keep different incoming/outgoing

My question would be why are you making a small name change, your still going to have a mismatched name on transfers and your ID documents won’t be valid so you might as well go full stealth

small word changing didnot impact on id.paypal will aprove id for minor word difrent
