So each transaction you sell on eBay you have to withdraw to checking individually now? Since you can't use balance without ssn

No... you can let your Paypal pseudo balance grow and then withdraw it.

if he wants more,then add SSN,link a bank debit card.
He can also get a Paypal debit card which will give him a 1% cash rebate if he uses it as a credit card,but to get this card,he would need to give his SSN,
Stealth account with no SSN,is limited to bank transfer ,nothing more
