Questions about paypal business account for foreigners

Question is:
I am a foreigner, don't live in US. Can I open a PayPal business account with a business registered in US? I have all business documents, ein, business bank account in US, and I have SSN as well. The only thing I don't have is a US address.

You will need a US address. It's not hard to get one if you think about it. The business bank account in the US...doesn't it have an address registered for it...?

wont that US business address be a good one since buyers would be returning items to that address?
He cannot specify a foreign return address with either Ebay or Paypal
