Ebay has remove hold from funds, but cant pay or send using balance

What kind of issue can be, ebay has removed hold from funds, but when i try to use this funds for purchase or send friends or goods paypal didnt alow me to do that ! ?

We cannot complete this transaction at this time

Is there any solution ? I want to exchange paypal to btc but cant send :(

If its not a US account you should be able to get round this by building up some browser history/cookies
