Custom fee
 

Hi there, so paypal has asked me to pay a custom fee of $1000 USD dollars to receive money for the item I have sold to someone in the US,
The item I sent was worth $1000 and I had to put insurance and tracking on it,
But paypal said I have to pay $1000USD to receive $1,900USD back but I’m not sure how that works and I need help! They want it sent by bitcoin or western union

Sounds like a scam. PayPal doesn't ask you to use Bitcoin or Western Union. Make sure it is really PayPal asking you this, which I doubt.

They said if I don’t end up paying the custom fee the item I sent won’t be sent back to me but stay there in the US until I send the money, they also said that in order to receive money I have to send $1000 for the buyer and sellers protection

This is for certain a scam. Sounds like an updated version of the "you just pay the taxes and we forward the rest of the money to you!" scam.

I'd block whoever is sending you those emails and forward them to PP's spoof email reporting address (not sure what it is, but they have one and it's shown in every real PP email)

Western Union & Bitcoin are synonymous with the word "SCAM".

If you were really scammed then you didn't receive a $1900 payment in the first place and your "buyer" convinced you to ship without paying. And now they're trying to milk you for another $1k?

I agree.. highly improbable.
