Sorry, We Can't Complete Your Purchase At This Time
 
I'm aware there are plenty of posts about this specific error message but I just want to confirm that my situation is indeed just something I'll need to wait out.

My PayPal account is fairly old but I haven't used it in a long time, I started using it again the past 2 months or so for amounts which don't exceed $20.

Recently I have sold a digital video game account for $100 and as soon as I went to purchase something with the BALANCE (I only use Balance, no CC) I get this message, PayPal support hasn't helped much either.
I was told this was their "Internal Security Mechanism" and told me to give them a call, and I responded back that I am currently not available by phone and if they could help me via the message center, no response yet.

Is this just another case where I have to wait a day or two before trying again and it will clear? or is this possibly something else?

You need to wait to spend the pp balance. One week is usually ok, and try to not spend it all at once.

I have to wait that much? I've usually seen people say 24-48 hours is okay, what gives?

You can try it. In my case I better wait one week with my stealth accounts to avoid raising red flags.
