Does Paypal have access to government database?
 

So I've been stuck for more than 2 months now trying to withdraw funds from a permanent limited paypal account that has passed the 180 days, but they removed the bank account and they won't allow me to add it, till recently they asked for a Driver license,

Then after providing the driver license they said "after checking with the government the Driver license was invalid, and we will need a birth certificate + a tax bill" That's a UK paypal account they already have the passport and an utility bill.

Do they really have access to all governmental papers?

Like any other private company they can't see anymore than you and me, so answer is: no.

Probably the docs your are submitting are flawed.
