If paypal told you its permanent and theres no option to appeal the answer is no.

Not unless it's a clear mistake from their part. Best advice anyone here could give you is just make another account and start over. You'll be able to withdraw your funds after 180 days. Try not to repeat your mistake that got your account limited

Make a new account and move on. Trying & wasting money/resources on this single account will not be your good bet.
