I thought every PP site has the same scheme: PP sends deposits with 4digits code,after you enters codes at PP,they confirm your bank,but deposits should return back to PP. And that is the point where error appears. If you are saying that there is no such problem with non US PP sites,does that means that they operates under different scheme?
When calling to US PP to confirm Payoneer US bank, they told you that it is impossible to do manually.

Despite even on the fact that PP can't return deposits? In early 2014 when I had the same issue with Payoneer - I've sent a message to PP CS and they connected manually my bank. A few month ago(in May I suppose) I've tried to do the same,but CS told that bank account can be linked only in automatic mode by the system.

different routing numbers are set up for good reason,you cannot use a different routing number for your account.
It sounds like it is the combination of routing and account number which tells Paypal it is a Pioneer account.
Pioneer goes around to different banks and open accounts in its name,this is how Paypal finds out,
