On-hold question.
 

Is that right that I need 10 transactions without any disputes and 60 days from 1st payment to get rid of ON-HOLD completely forever?
My PayPal is fully verified, I only haven't provided ID yet.

Also;
Does the transaction count right after payment is received or do I need to wait until dispute option (6 months) will be gone from buyers transaction?
Do "Family and friends" transactions count as well or only "Goods and services"?

It is definitely NOT gone forever.
Holds can take place completely random on every account. Even with very aged/established accounts can get holds sometimes.

Right after the transaction is completed - meaning when the item is marked as successfully delivered, and no buyer complaints thereafter.

What If I'm sending money to myself to verify it(different HWID and IP). How do I mark payment as completed?
Do I simply need t mark it as "complete" on my Sellers account? It's digital goods so doesn't need tracking ID.

I recommend to just do transactions that involves adding a valid tracking number.
It is just 10, and you're done :)
Take note, 10 successful transactions without disputes, issues, etc. in that 60-day period.
Much better if you do it correctly and accordingly.

I am a witness to this. It is never gone forever, some of my payment still goes to 24hours hold on my 2years old paypal account
