Using new debit card from same bank?

I ordered a replacement debit card connected to my bank account that was on a limited paypal. If I add this to a new stealth paypal, will it get flagged if it has the same billing address?

Also, are you able to get by with only connecting a debit card or a bank account and not both? Do you NEED to get verified and/or confirmed?

You should be able to use as long as you did not have that number attached to paypal, same happened to me, my debit card was banned, it expired and the new card had a new number, I attached to paypal to withdraw no issues.
