I've been getting this error message whenever I tried to withdraw my money to bank for a while now. What's the best solution to this?

call PayPal. Thats the best option.

I've had this issue too, the only workaround I've found is give it time, maybe someone on the forum can shed light on this as I consistently have an issue with this.

Ensure you log in from the same IP you logged in originally. Give it 72 hours and then try to log in, however, when logging in you can face several issues

* Will require a Phone call
* Will say "We can't confirm your identity
* We cannot log you in, contact customer service

However, if it allows you to go straight to dashboard this is good, it is gaining trust on your IP address, you can try to withdraw the money from your PayPal to the bank account and it may work, if not then I guess you'll have to wait even longer until trust can be gained with your device.
