Invalid paypal account

Hi guys! I registered a new paypal account, added vcc, vba, confirmed phone and email, it's fully verified now, but when I try to update ebay payment policy, ebay shows invalid paypal address. any idea?

"i had same issue, i have unticked "require immediate payment" and worked, not able to edit and tick it back. i just hope buyers will pay "
