State does not really matter. Just be sure it's the same country as the accounts.

It's not recommended you use a public/consumer type VPN as they are not really safe for eBay or PayPal stealth.

according to IPBurger and 24vc 's website

they offer something called dedicated and fresh dedicated VPN

i selected the dedicated one.

is this the right choice ?

Aasolutely.

The reason why IPBurger is good for stealth is because it's DESIGNED for stealth eBay/PayPal/Amazon users in mind. IPBurger never shares it's IP's with other users, and they are fresh (never previously used). Compare this to VPN's and most proxies that are recycling IP addresses, or worse, shared with other users that are ALSO using eBay's and PayPal's. That's just asking for trouble.

One other thing: IPBurger has a browser extension that has a lot of nifty features, such as support for multiple profiles and a kill switch. Read more here:
