I tried to transfer my money to a bank it says:

"There’s a problem

Right now, we’re not able to transfer the money to your bank."

is this normal?

Does this PayPal have a VCC? Is it valid?

You might want to wait a awhile and try again.

I recommend waiting about a week and then trying half the amount or so. Then if that works, wait a few more days and then withdraw the rest.

the amount I am testing with is 50$ do I have to make it lower?

the balance is around 750$ so 50$ is pretty low amount to transfer

I always thought that limited PayPal accounts have to wait minimum 6 months until monies become available to withdraw.
