proof of fulfillment

Hello,

I have sold to someone some electronic products, he pays invoice partially and I will ship it when its paid total amount.

But PayPal limited my account and I need to provide proof of fulfillment, what can I do? Can I ship just a simple letter or invoices just for tracking number?

is the buyer in US?
YOU can try sending an invoice with tracking USPS first class .

Refund what the buyer paid and start over. What you suggest sounds an aweful lot like trying to scam him.

you can either make partial shipment or refund him .

Proof of fulfillment is only if I have shipped item? Or it must be delivered?

I can send BOL to the buyer with USPS just for that, is that okay?

No no, he have won one of my auctions and can't pay full amount directly from eBay. So he decided to pay partially from PayPal, it's against rules of eBay but we agreed for that.

Anyway, even if I send him simple letter just for tracking number, he knows very well that is not attempt for scam / and cannot be.

I wanted to know just this "proof of fulfillment" or "proof of delivery" is approved only if i SHIP or is approved if it's delivered?
