Paypal Account Limitation ! ** please help

HI,

I bought stealth eBay from this group from one of the well-known sellers, since he has stop replying me - the PayPal has put my account on limitation due to daily transaction they are asking for OWNER photo ID, Purchase proof and other stuff.

Can someone resolve this for me?

Or give tip how I can remove the limitation and get my money back.
