i've spoken to a supervisor at paypal. she said they can see the VPN software from IPBurger. this is not problem if it was from the same area where my eBay account is. this is something new stealth accounts should realize before ordering a new ip address. im just trying to help everyone. she said VPN's are not banned by paypal just they are suspicious to the AI system.

This is already understood. I can view anyone's IP address and tell it's geolocation, service provider and more. Any service you connect to has this information to process your request. Stealth is not about hiding.
