How to create paypal US with my international card ?

Dear friends,
I am from Viet Nam and i want to create a paypal USA then add my Viet Nam creditcard to place orders on USA website, is there a way ?

I don't think this is possible since adding a card to your account is what confirms your address. You won't be able to confirm a USA address with a Vietnamese credit card.
