Yes that's right I saw some videos where they explain how to do using some programs and down the comments of people get scammed , I wonder if there is a good way

What I learned, is there are literally thousands of these scam sites which rank high on google, youtube, or other social media for things that are in high demand. Most of them are outright scams; people get hoodwinked all the time by such sites.

Why not find a solution to withdrawal your funds from webmoney (such as using a bank) and at the time time fund your PayPal using traditional means? If you have legit account, you should be able to accomplish this in your country.
