How do I withdraw from a paypal business account if I can't make a bank account?

or use a bank debit card or in some country,you can even use a credit card.
or buy something

the title said USA,so can we assume he has an USA Paypal account,altho his flag said a different country?
if he has a USA Paypal account and he cant link a US bank account,and he cant open a cash account as he aint got SSN,THEN his money is stuck,may be ask for a bank check if his steath address is valid and someone at that address will forward it to him,it wil be drawn on US BANK,if the amount is large enough,his local bank could clear for him for a fee.

Most likely he cannot do the check option, I'm experiencing the same thing as OP on one of mine. Check will give you the same errors. He could do the debit card option though. I've also seen people say the mobile app works.
