paypal withdrawal error !!!

my paypal account is limited , 180 days limit completed . phone confirmation was made when depositing money into my bank account.but it gives a warning at the last minute . the warning from '' There’s a problem , Right now, we’re not able to transfer the money to your bank. ''

Is there anyone who has experienced this problem before ? what should I do ?
