whats the chance of this being linked?
 

Im gonna create a new paypal
1.same street other bl and nr ,apt etc same zip code same first name.
2.different surname everything else its different date of birth ,phone number ,ip etc

example:
1. if my name its john smith ill be using michael smith ,
2. if the address its saint sa nr 44 bl s2 apt 1 ill be using saint sa nr 55 bl s4 apt 3
3. same zip code
everything else different

what are your thoughts?

it usually linked via IP address & device fingerprint not user data input such as name address . do you think you the only "michael smith" registered with paypal !!

2. my neighbor address so same street name but different nr. bl. etc

assuming you set that up on a new computer or new user in addition to different IP, I don't see any reason to be linked.
