PayPal Stealth issues sending money?
 

I was going to purchase a stealth a few months back, but had been told by some sellers that PayPal had updated and now you couldn't send money to other paypal users once you have balance unless it's ssn verified.

I was wondering if thats still the case, or if there's a work around like buying a different country PayPal?

I want to start an eBay shop and be able to send the money I earn to other users/use it as my main paypal. Is this possible still or no?

Yes that is the case and it will not be changing in the future.
There is no workaround for US based paypal accounts.
And what you wish to do is not possible with a US based account.

Is it possible to do with a UK account and UK IP?
