Sorry, your Card Issuer wasn't able to validate your VISA at this time.

Hello. Today i tried using an old paypal account to pay for something. When proceeding to checkout paypal showed this error : Sorry, your Card Issuer wasn't able to validate your VISA at this time. Please choose another way to pay. I thought it might be a temporary problem so i tried again later but still the same error. This is a fully verified Paypal, so with this on my mind i called my Bank. They told me that everything was alright from their side so i dont know what to do now. Any idea how to proceed?
