Strange UK PayPal Limitation
 

Hello.
Today when I tried to send money from my stealth account as f&f (did it before few times) I saw typical PP error - "Sorry we couldn't send money now etc.". I changed amount a bit and I saw - "There seems problem with your account". I receive email that PP need some information regarding my account. They want :
ID (easy to buy :uk:)
Proof of fulfilment for last transaction 5 days before (downloaded automatically because I shipped it before and add tracking number).

Is there any possibility restore account once I send ID?
I'm nervous only about proof fulfilment - it shows submitted for review all the time, not completed. Also I didn't receive any money in last few days, all money received without problem and all packages shipped out. I don't selling any high risk items. On PP limitation page I see reason for limitation - "We’ve noticed that there were some changes to your account activity.", not that I started selling risky items in their opinion. I had few limitation when they asked for ID only and passed it without any problem, however when they asked for invoices, explanation account activity that's not good - I tried 3 times remove such limitation with no luck.
