paypal holding funds from uncleared echeck?
 

new acct...

oct 30 - paypal balance = 142.13
oct 30 - sent echeck pmt from my bank to friend $1154.99

oct 30 -approx 6hrs later received email stating my acct was permanently limited. above echeck still shows pending.
oct 31 - pp bal 142.13
nov 1st - pp bal 142.13
nov 2nd - pp bal 142.13
nov 3rd - pp bal 142.13
nov 4th - pp bal 142.13

nov 5th - paypal sends email saying echeck to shaneharvey for 1154.99 was denied.
nov 5th pp bal - 1297.12


I am fine with the 142.13 being held. But the 1154 is bs

I am thinking the 1154.99 e-check initiated from my financial institution/bank. That e-check never cleared. Since it never cleared. Then that e-check should be returned to the originating institution...my bank! NOT paypal!

Thoughts?

Thinking I can maybe get my bank to do an ACH charge back

I didn't deposit the funds into paypal. I sent an echeck from my bank which paypal denied. So how can they deny it and also intercept my funds and then hold my funds of an uncleared / denied echeck?

if check is not cleared,it should still be in your bank account?
why is the echeck denied?

It sounds to me like the check did clear - Paypal just chose to keep the funds in your account instead of sending them to your receiver since they'd already perma limited your account.

Next time you need to send a payment like this, I'd avoid Paypal altogether if you're going to use ACH. ACH has no verification (such as AVS with cards) so what you did was probably suspected to be fraudulent, hence the closure of your account and the $ not being sent.

I guess all you can really do is contact your bank to see if the ACH can be reversed.

if the fund is held by Paypal and not returned to his bank account,then could it be the bank account he linked to his Paypal account is the problem?
is the bank account in his name?
as to suggestion of using ACH outside PAypal,the recipient may not have a bank account or bank account in same country as OP,ACH will only work if both sender and recipient have US bank accounts with US routing number issued by the Fed

one does not get his Paypal account permanently suspended for sending an e check from his bank account to another Paypal account,if it were fee avoidance,it would be a slap on the wrist UNLESS he is a repeated offender.
There must be more we dont know!

new acct. I sell chainsaw bars. big whoop. I think I took to many friends family payments on my other acct which they limited. So then I started this one. This one I took 2 goods services pmts. Then sent a friends family to a guy in canada to buy a saw.


I send echeck (friends family pmt) Customer service said that on the 30th "after it was limited ..limiting the acct halts everything" So I promptly asked why wasn't the echeck denied at that time? ...why did paypal wait until the 5th to deny it? She didn't have the answer and said there was nothing she could do.

Oh I am a repeat offender no doubt about. I don't claim innocence at all. lol I knew the risks etc. I am fine with them holding the two payments I received. But this echeck this...those were not funds IN my paypal acct at the time of limitation. That is my problem.

They shouldn't be able to intercept those funds and hold em.

update: Just signed some forms at my bank. They are doing a charge back.

There are several options on the forms -

Unauthorized Transaction - The Party listed above was not given authorization to debit the acct.

Authorization Revoked - Before the debit was initiated, the authorization that had previously been given to debit the account was revoked.

Unauthorized Transaction - The acct was debited before the date authorized. The debit was authorized to be made on or no earlier than_________

Unauthorized Transaction - The acct was debited for an amount different than authorized. The amount authorized is______

What mine was - Incomplete Transaction - The acct was debited by an authorized third party, but that third party failed to make the payment as instructed. BOOOOOM!!!!!!!!!!!!!

Improper Transaction. A check was imporperly processed electronically
