Really depends on amount and volume, I seasoned one for 8 months selling $10-15 items and then one guy bought 40 $15 items and paypal was done, gone, dead.
Mainly depends on your past transaction history AND account age.
If you have none, or not much to begin with, don't expect PayPal to trust you much at all.

many sellers who sell mundane low price items would sell a used cell phone,camera ,with no problem,usually their own stock or some family member.
