is there a paypal limiited trend?

lately i've been paying established sellers and there is an "hourglass" symbol, which indicates that my payment is pending.

some of them have messaged me to cancel the transaction because they're having paypal issues.

normally this only happens with new sellers, that i've seen.

what do you make of this?

The issue might be with their accounts or it might be with yours. Hard to say. But the fact that they are telling you theyre having issues w=might be a good indicator.
