Sending Money

Fairly new PayPal account, the remaining funds were just released yesterday. I haven't added a bank yet, but it is verified with a VCC. Can I send 40% of the funds - through friends and family - in the PayPal balance to my primary PayPal account, and withdraw it on there? Is this risky enough to get it limited straight away?
